".....,..,.r 4,,",,_ From: Regional Director ~ Rio Grande Channelization, San Luis Valley projeC~rado-- Bureau of Sport Fisheries and Wildlife report Subject: This memorandum constitutes the preliminary report of the ~ureau of Sport Fisheries and Wildlife relative to the channelization of the Rio Grande as associated with the San Luis Valley Project. It is intended to accompany your Bureau's preliminary report. This report has been prepared in cooperation with the Colorado Division of Game, Fish and Parks in accordance with the provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.). Although ge~eral concurrence in the report is indicated by the enclosed copy of'a letter dated August 28, 1969, signed by Director Harry R. Woodward of the Colorado Division of Game, Fish and Parks, particular exception is taken by the Division to Recommendation No.2. The Division recommended that 2,200 acres of State-owned school lands for the wi Idlife management area be ar.- qui red with project funds. This is contrary to the proposed project authorization which provides that construction of the project shall not be started unti I the State of Colorado agrees that it wi I 1, as its participation in the project, convey to the Unites States ease- ments and rights-of-way over lands owned by the State that are needed for wells, channels, laterals, and wildlife refuge areas, as identified in the project plan.
