<br />" <br />., <br /> <br />. <br /> <br />. <br /> <br />The justification for the accounting as explained above is that the saved water <br />is water that would have been used but was intentionally saved by reducing <br />consumptive use. It results in Lake Mead being fuller for a period of time than <br />would have been the case without the saved water. It simply defers the actual <br />consumptive use of a part of California's apportionment for a particular year to <br />a later year. In the event of spill causing excess deliveries to Mexico, the <br />saved water will go first and will thus not contribute to the loss of any system' <br />water. The rate used for saving water (4.6 acre-feet per fallowed acre) is <br />considered sufficiently conservative to compensate for the additional reservoir <br />evaporation resulting from storing the saved water. <br /> <br />The Bureau of Reclamation (Reclamation) believes this water saving program <br />contributes to the prudent management of a valuable and limited resource. <br />Reclamation has evaluated it carefully and has found no indication that the <br />program will be detrimental to any holders of entitlements to Colorado River io~ <br /> <br />water. ~;&~' -z. <br /> <br />p~'~~$ . <br />4iPve/' -z... <br /> <br /> <br />'rP <br />~ <br /> <br />2 <br />
