<br />. <br /> <br />. <br /> <br />and shall be implemented in a manner consistent <br />with Colorado's policy of maximizing the bene- <br />ficial use of the waters of the State. <br /> <br />We favor policy adoption of Chapters 1-3 and <br />5-7 of the August 1978' Forum Document, as supplemented by <br />the December 1978 Forum do~ument, so long as the Colorado <br />references are updated to reflect the disposition by the <br />Commission'and the Courts of the Northwest COG 208 Plan. <br />We see no reason why these documents need to be part of <br />the standards, so long as it is understood that the stan- <br />dards are a product of a base-wide cooperative venture at <br />maintaining average 1972 flow weighted salinity levels in <br />the Lower Basin while the Upper Basin continues to develop <br />its compact apportioned waters, unhindered by standards <br />set on the reach of the river within:Color.ado and un- <br />hindered by a requirement or control mechaniRm pro- <br />hibiting, curtailing or conditioning the appropriation <br />and removal of quantities of water from the Colorado River <br />for application to beneficial uses. <br /> <br />The December 1978 Forum "Supplement" also notes <br />that the plan of implementation includes "sufficient salini'cy <br />control measures to offset the salinity increases caused hy <br />the 1990 level ofdevelo:pment" (p. 3, !!'orum, .December 1978 <br />document) . <br /> <br />The Municipal Subdistrict's Windy Gap Project has <br />already been :factored into'these development' :levels, since <br />the conditional decree ,for the 'project was ,c.\btained prior <br />, to 1975 and was reported to the Forum by the State of <br />Colorado in the levels'of projected water development. <br /> <br />-14- <br />
