<br />0J1125 <br /> <br />Dr a ft - 9/ 81 <br /> <br />Air Pollution Control <br /> <br />The EPA currently requires power plants to employ Best <br /> <br />Available Control Technology (BACT) to control 502. <br /> <br />'N et SO 2 <br /> <br />scrubbers, such as magnesium oxide and lime/lImestone systems, <br /> <br />. <br /> <br />lose water to evaporat ion and windage from the stack, and to the <br /> <br />scrubber sludge which is removed from the settling pond for re- <br /> <br />generation or ditposal. <br /> <br />Literature estimates of the amount of <br /> <br />water consumed by a 1,000 MW plant using such a system range from <br /> <br />1,850 to 2,000 acre-feet per year (Old West Regional Commission, <br /> <br />1974, p. 60). <br /> <br />These figures compare reasonably well with the <br /> <br />anticipated water consumption at the Public Service Company's <br /> <br />Pawnee 2 plant, where it is estimated that 1,572 acre-feet per <br /> <br />year will be consumed for air pollut ion control systems. The <br /> <br />" <br />"l!!1II'" <br /> <br />citrate process, on the other hand, Involves very Ilttle evapora- <br /> <br />tive or wlndage loss and entrains no sludge water. <br /> <br />It is not <br /> <br />known if its water will be disposed of or reused, although these <br /> <br />losses should not amount to more than a few hundred acre-feet per <br /> <br />year for a 1,000 MW plant in any event. <br /> <br />Finally, a process which <br /> <br />would consume no water at all is being developed. <br /> <br />It would use <br /> <br />nahcolite, a possible oil shale industry by-product, as a cooling <br /> <br />medium. <br /> <br />5 <br />
