<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />2647 <br /> <br />Animas-La Plata laterals, the Development fund is inadequate to <br />finance the on-farm requirements of the Dolores and Animas-La <br />Plata Projects within any reasonable time after project <br />completion dates required by the Settlement Legislation. The <br />requested Small Reclamation Loan is essential to making DOlores~ <br />Project development feasible without depleting the Development <br />Fund to the point where it is unable to fulfill its intended <br />purpose regarding the development of the Animas-La Plata! <br />Project. <br /> <br />In addition to the requested loan, approximately $15 million <br />in granted funds will be required through the Bureau of Indian <br />Affairs (BIA) Irrigation Construction Program to construct road <br />and power networks to serve the area to be irrigated by the <br />Dolores Project. This area currently is open range land with no <br />power service and no all-weather roads. <br /> <br />The $18,323,000 Small Reclamation Loan re9uest will be <br />matched by $15,319,000 in Tribal funds includlng Development <br />Fund contributions of $6 million for the M&I ~ipeline, and $7.7 <br />mil 1 ion--tl5wards the on-farm-development~nat--wrfl-De undertaken <br />with the Reclamation Loan. The balance of Tribal matching funds <br />includes $90,000 for the preparation of this application, the <br />$5,000 application fee and $1.5 million in legal, engineering <br />and legis1altive expenditures to achieve the Water Rights <br />Settlement. The resulting loan factor is 0.4988. (Chapter 9) <br /> <br />project Facilities and Cost Estimates <br /> <br />The M&I facilities include a 20 mile pipeline from the City <br />of Cortez treatment plant to the Reservation community of Towaoc <br />(Figure I-C) and distribution improvements in and around <br />Towaoc. The $6 million for engineering and construction of <br />these facilities was provided as a State of Colorado <br />contribution to the Development Fund and is calculated as a <br />local contribution to the application request. <br /> <br />On-farm facilities and equipment will be used to farm 8,028 <br />acres of arable project land classified by Reclamation and BIA <br />(Chapter 3). The project includes 113 center pivot and 3 <br />sideroll sprinklers (Figures B-4, B-5, B-6) that have been layed <br />out, surveyed and field checked by the ute Mountain Farm and <br />Ranch Enterprise. Development costs have been estimated based <br />on land preparation, sprinkler installation, water management <br />facilities, fencing requirements, equipment, headquarters, and <br />product storage facilities required to execute the plan of <br />o~ertions when water is delivered beginning 1993 (Chapter 6). <br />Dlrect costs for the above items are as follows: <br /> <br />IV <br />
