Accordingly, we invite COll"1lent <br /> <br />on the following issues: the right to use reserved waters off the reser- <br /> <br /> <br />vations for which th~y w~re reserved; the relationship of reserved rights <br /> <br /> <br />. ..to interstate compacts and court decrees; management authority of'reserved <br /> <br />,rights to 'ground water; reserved'~ights for ~tream purposes; projects <br /> <br />. to develop reserved rights; compensation of injured parties resulting from <br /> <br /> <br />. quantification and use of Federal reserved water rights; and, effects <br /> <br /> <br />of changing technologies on reserved rights. <br /> <br />5 <br /> <br />" <br />
