For example, rights of way were donated by land
owners along the route of the drain, Agricultural Stabilization and
Conservation Service participated with a basic grant, then, when funds
were obviously short, participated with a supplemental grant. The
State of Colorado did the same, supplementing its original grant to
enable the District to have matching funds for both the original and
supplemental grants of the Agricultural Stabilization and Conservation
Service. Conejos County participated by removing excavated material
and has indicated its willingness to continue with a spoil pile removal
program. Members of the Board of Directors have donated much time and
effort to the program and particularly those three previously name~
to control the project on a daily call basis.

It could not be expected that 8 project of this size involving so
many people could be completed without problems. All things considered,
the Norton Drsin Project has been successfully finished, but, as has
been discussed earlier, will necessitate a program of operation and
ma intenance.

Respectfully submitted,

-r~~

O~o3
