<br />'" ~;;;.~ <br /> <br />approval for initiation of construction has yet been given at the <br />Secretarial level. Both projects are being further delayed by a series <br />of nitpicking requirements that has not been characteristic of other <br />reclamation projects. Whether or not these additional requirements <br />are in the nature of adversary actions cannot be determined at this <br />time. In view of the antagonistic attitude of the President to further <br />water resource development and the inability of Congress to deal with <br />the problem, it is entirely possible that neither the Dallas Creek or <br />Dolores projects will ever be constructed as long as the present admin- <br />istration is in power. In any event, it is impossible at this time to <br />plan ground breaking ceremonies for either project. <br /> <br />. The two projects are also getting the continued attention of at <br />least three environmental organizations. The Environmental Defense <br />Fund, Trout Unlimited and the Wilderness Society have written a joint <br />letter to the Corps of Engineers requesting that the Corps refuse to <br />grant construction permits for the Dallas Creek and Dolores projects. <br />It remains to be seen as to whether or not a few environmental organi- <br />zations can dictate the future of Colorado. We believe that a strong <br />counterattack should be launched against the largely anonymous people <br />who seek to destroy the economic base of this state. Since these <br />organizations appear to-have unlimited finances, we believe that <br />investigation should be made to publicize the source of financing for <br />these organizations. We believe that it is important to determine <br />whether the major source of funding is from Colorado citizens and <br />companies, or from outside sources, or both. <br /> <br />3. Governor's Drought Survey. The Governor has planned a two-day <br />survey of Colorado West and the San Luis Valley for July 11 and 12. <br />The objectives of the trip are as .follows: <br /> <br />a. To examine drought impact on Colorado communities. <br /> <br />b. To meet with area residents to discuss the effectiveness of <br />drought relief programs and to determine drought related needs <br />not being addressed. <br /> <br />c. To obtain information needed prior to considering requesting <br />Presidential consideration of an extension of the drought relief <br />program. <br /> <br />d. To obtain public input to legislative actions for relief <br />programs. <br /> <br />During the trip, the Governor will tour most of the major reservoirs <br />in the area by air. A public meeting has been scheduled for Craig at <br />10:30 a.m. on July 11 and a ground survey will be conducted in the Meeker <br />area later that afternoon. A public meeting will be held in Grand <br />Junction at 7:30 p.m. on that date. On the following day, to wit, July 12, <br />1977, a public meeting will be held in Cortez starting at 10:30 a.m. At <br />2:15 p.m. on the same date, a public meeting will be held in A1amosa. <br /> <br />FLS :mm <br />Enclosure <br /> <br />Memorandum <br /> <br />~ 43?-3- <br /> <br />July 1, 1977 <br />
