We plan to stock fish in the conveyance channel
and expect the project to provide 10 fishing access points along the
channel for fishermen, We also plan to administer the Russ"ll Lakes
Wildlife Management Area. Both of these commitments were described
in the Draft Report of the Colorado Revised Fish nnd Wildlife Coordi-
nation Act Report dated December 7, 1981.

All vegetative sites for the long-term monitoring program in all stages
should be carefully selected to avoid outside cl,anges such as removal
of livestock or construction impacts. Will this study evaluate the
impact on new plants? How many years would monitoring continue?

Finally, mitigation measures for the impact on 11,098 acres of
vegetation is not clear except for the Blanca wa~. l~at will the Bureau
of Reclamation do to replace the habitat values lost to the project?
Our detailed comments on the draft supplement follow.

ag
cc: Robert Rosette

lli~~.Li~~\w~~~rJ' ~
~I.r np" (\ 6 108:: 'I
\,II !'
