<br />000272 <br /> <br />1998 ANNUAL REPORT <br /> <br />The Council encourages BLM to continue to identify and plug flowing saline wells on public lands. <br /> <br /> <br />Past efforts have resulted in some very cost effective salinity control. The Council requests that <br /> <br /> <br />BLM report well plugging activities, <br /> <br />In Utah, Colorado and Wyoming, previous coordinated efforts by state and federal agencies, <br /> <br />including BLM, have identified watersheds where it has been technically determined that there is <br /> <br /> <br />a good opportunity for improved land management practices that would result in significant salinity <br /> <br />control. These watersheds have been termed "salinity hot watersheds," The Council asks that BLM <br /> <br /> <br />report salinity control activities in the previously identified "salinity hot watershed" areas. <br /> <br />Finally, the Council suggests that 1999 would be an appropriate year for the BLM to prepare a <br /> <br />comprehensive report on its Colorado River salinity control efforts as required by the Salinity <br /> <br /> <br />Control Act and to outline for the future its plans and its accounting processes, Section 203(b)(3) <br /> <br /> <br />of the Colorado River Basin Salinity Control Act requires the Secretary: <br /> <br />"To develop a comprehensive program for minimizing salt contributions to the <br /> <br /> <br />Colorado River from lands administered by the Bureau of Land Management and <br /> <br /> <br />submit a report which describes the program and recommended implementation <br /> <br />actions to the Congress and to the members of the advisory council established by <br /> <br />section 204 (a) of this title by July I, 1987," <br /> <br />Again the Council is encouraged by most recent BLM efforts to identify and quantify salinity control <br /> <br />activities. The Council now sincerely requests BLM, in coordination with the other federal agencies <br /> <br /> <br />and the Forum's Work Group, continue with and further the salinity control activities, as outlined <br /> <br /> <br />above, and requests areport by April I, 1999 for review and discussion at the Forum's next meeting. <br /> <br />COLORADO RIVER BASIN SALINITY CONTROL ADVISORY COUNCIL <br /> <br />9 <br />
