Develop an understanding of the US Bureau of Reclamation's (USBR) existing Colorado
River Simulation Model (CRSM) and operation of the Colorado River to more effectively
participate in evaluation of the USBR's Annual Operating Plan (AOP), Long Range
Criteria (LRC), and any modifications to the model the USBR may develop in the future.

1 F.T.E. Refine the needs analysis (both interstate and intrastate) initiated by the CRCDSS
advisory committee, develop functional specifications, prepare a Request for Proposal
(RFP), and estimate the costs for the design and development of a DSS.

Consulting services

$ 90,000

m. Beginning the summer season of 1992, start assembling data on water resource uses in
the Colorado River basin to better understand our current and potential consumptive uses
of water, and purchase onlv the very minimal and limited engineering hardware and
software to collect this data.

Hardware
Electronic maps
1 F.T.E. From a strategic planning
perspective, the funding request included in the annual CWCB Construction Fund bill was a way
to provide an opportunity to continue development this year. Timing is important since actions
by downstream states may require immediate action.

We invite a representative of the !MC to participate in the CRCDSS technical group meetings
and/or serve on the CRCDSS advisory committee to provide assistance and input into the
development of this important capability.

DSS014.DOC
