IJ:iij46
Task 1.14(b) - Consumptive Use Prototype Development

System Consumptive Uses and Losses Repott, it is in the public domain and the source
code has been obtained and reviewed. Since the USBR uses this program and the code
is in the public domain *i~ 1~l..Ullllll"llJ~J tl'dt this program ~selected for use with
CROSS. The following work has been done so far: ~

1. Reformatted the XCONS2 fortran program and prepared it for integration into the
consumptive use model. Began formulating a list of definitions for variables used
in the program that will be included as comments within the program and in the
users' manual. Began composing comments for sections ofXCONS2 and modified
the organization of the program extensively to make the program modular.

2. All the variables for XCONS2 have been defined and a common block format has
been implemented. At this time the model has been modified, but the input and
output are still identical to the original USBR program. At incremental steps, the
fortran program was tested to insure the same results could be obtained as in the
original XCONS2 program. This modified program will replicate the original and
be an option for the user in the CD interface.

3. The model now is being modified;' Incluoing modifications to the methodology.
The changes are being tracked with RCS. This modified version will also be an
option for the user in the CD interface.

?O

~
~

2.5.3 Incorporate Subroutines from 5MB

1. Evaluated the 5MB program from Wheeler and Associates to determine what
routines would be required to incorporate the Penman Monteith equations into
CROSS.

2. Renegotiated the 5MB source code release agreement to not requir~tten ?
permission to release modified versions of the routines identified i@~

3. Development has begun to include the input and output data that will be required
by the Penman Monteith grass and alfalfa reference crop equations.

2.6 CU Methods for Stock Ponds

2.6.1 Develop Methodology

Stock pond consumptive use is an estimate of water loss through evaporation from
stock ponds. It is estimated based mainly on free water surface (FWS) evaporation and
the surface area of the pond. Precipitation or salvage value will considered to obtain the
net water loss from the stock ponds. ? \l~ r

2.6.2 Develop and Implement Subroutine

The methodology for estimating consumptive use of stock ponds is implemented in a
FORTRAN subroutine. The subroutine can be called by a main program to compute for
the consumptive use for any number of ponds of a given area for any period of time
(daily, biweekly, monthly, yearly, etc.).

The equation that is used is:

cu = sa · (ff' ep - cf' rf) --- for all stock ponds

where cu = consumptive use (L3)

7/13/94 - Draft of Task Memorandum

10

IDS Group, CSU
