The purpose <br />of these p;lragraphs is to up::1ate the documents to reflect current cir- <br />cumstances. <br /> <br />Two Regional Councils of C-oVerll."leIlt in the COlorado River Basin of COlo- <br />rado were designated as 208 planning agencies by the Governor. These <br />Clre the Colorado West fuea Council of Governrrents, consisting of Moffat, <br />Rio l31,mco, Garfield, and Mesa Counties; an:l the Northwest Colorado <br />Council of Governmen'ts, including Eagle, Grand, Jackson, Routt, Pitkin, <br />and Summit Counties. The reIl1<under of the Basin is included in the <br />nondcsignat:ed 208 pL:mning ara'l in which the state has responsibility <br />for preparing the plan. S.:l.linity control programs were developed in <br />the draft plans for wa,,;te treatment ma.llagea1ent in all areas of the <br />Basin in Colorado. <br /> <br />The Colorcdo West Ar'-Oil reqion har; a 1l.-1jor salinity impact due to natural <br />contribuHon::: and agricultur.al uctivi ty, principally in the Grand Valley. <br />The 208 plan for this are.'l has reen sul:mitted to the state; however, state <br />certificiltion has not lxxm obt,u,ncxl. The plan direc'ts its salinity control effort toward lo::al <br />control of non-point sources; i.e., municipal and urban runoff.
