A salt removal fee of about $81 per ton (January 1988
price level) has been negotiated.

Status of the Proposal

~

The Glenwood Springs' Planning and Zoning Commission has formally denied re-zoning
a proposed 1-70 at Devereux Road site from commercial to industrial. Public reaction
to the proposal indicated that a majority of the citizens of Glenwood Springs felt the site
initially chosen by the Company was not a compatible land use. Concerns about
atmospheric emissions, noise and aesthetics were prevalent. However, many citizens
expressed the opinion that the proposal has merit and would be acceptable at a site
outside commercial and residential areas.

The Company representatives are currently considering alternate sites in less developed
and more acceptable areas outside the city limits. When a new site is selected,
Reclamation will prepare NEPA document(s) using data supplied by the Company to
analyze the associated environmental and economic effects, and decide if Reclamation's
participation in the project is justified.

5
