Recommendation:

To protect the health, safety, and welfare of
potential buyers, a moratorium on all new development on the
platted lots of Riverwood Subdivision that are in the floodway
should become effective immediately. The moratorium should be
lifted when the levee system is ex,tended to high ground and
armored to render it adequate to protect the citizens from a
100-year flood plus 3.0 feet of freeboard,

The Corps of Engineers should be requested to
investigate the economic and physical feasibility of extending
the upper end of the existing levee system to high ground.

The cost to repair the "levee" and armor the bank to
protect new development on the known hazard area at site 1
should be a part of the cost to the developer.

The county and the city need to implement a coordinated
floodplain development permit process, separate but in
conjunction with its building permit system. This process
should include both pre- and post-construction elevation
certificates for all structures built in the floodplain.
