002129

2.l,5 Plaza Hill Area

Concern:

The two areas of concern were the need of a dike north
of the road on the west side of the river to protect the
existing homes in the area. Also, the old and new bridges need
to be evaluated in order to determine if both bridges can be
protected from debris buildup.

Findings:

t:..
The old bridge, buil~ in 1911, does not completely span
the river. It is presently reported to be on the list of
historic landmarks. However, accumulation of floating debris
and the associated eddy currents in the pool of water which
backs up under the new bridge pose a serious threat to the
abutments of the new bridge. The threat to the existing homes
may be reduced by removing this obstruction. The major cause
of flooding to those homes, however, appears to be the road
embankment.

Cost Estimates:

To remove debris and demolish old bridge - $ 25,000

To survey and construct a levee -
2000 ft. x $60/foot =

$120,,000

Reconunendation:

The accumulated debris should be removed and the old
bridge should be demolished. A survey of ground elevations
approximately 1500 feet along the south-west bank of the river
from the road north should be made. The results of the survey
should be compared with the water surface profiles extended
from the Corps, study to determine the need for a levee to
protect the existing homes. The Corps of Engineers should be
requested to investigate the feasibility of a levee.

41

.
f1
"

"
~

i

I

~
~
k
