<br />002124 <br /> <br />1.5 Flood Damages <br /> <br />Failure of rip-rapped banks upstream of Del Norte caused <br />minor flooding to 10 homes and 10 businesses in the town. Severe <br />bank erosion north of the town has left the community vulnerable <br />to flood damage from even minor flooding. <br /> <br />The levee system at <br />point which resulted in <br />residential dwellings. <br /> <br />the City of Monte <br />the flooding of 10 <br /> <br />Vista failed at <br />businesses and <br /> <br />a <br />7 <br /> <br />The Alamosa flood control levees contained the floodwater; <br />however, a number of locations were eroded and excessive leakage <br />occurred. The leakage occurred due to dense tree population on <br />and adjacent to the levees throughout 'the lower reaches of the <br />system, Failure of the levee was prevented by constructing a <br />back-up dike and flooding the area between the levees to back <br />pressure the Alamosa levee system, The levee system through the <br />City of Alamosa withstood the June flood with 2-3 feet of <br />freeboard with a number of locations maintaining only a 1 foot <br />freeboard. Had the levee failed, the entire business section of <br />Alamosa would have been inundated. <br /> <br />The Governor declared a State of Emergency for Alamosa and <br />Rio Grande Counties by Executive Order Proclamation on June 28, <br />1985. The" Incident Period" for this flood event was June 8, <br />1985 to July 1. 1985. This proclamation entitled these areas to <br />"aid, relief and assistance, pursuant to the Colorado Disaster <br />Emergency Act of 1973, and as may be available under provisions <br />of federal law." <br /> <br />The Division of Water Resources Office in Alamosa and the <br />Corps of Engineers out of Pueblo provided technical assistance to <br />Rio Grande County, Alamosa County, and the City of Alamosa, <br />dUJ;:!Jlgn!;]1.',L _Uoog K.!.gl1!;, _hQ.w~'y~!:', _llo .~e9~J:'al. or ._,~ta.t..e_ .financial <br />assistance was provided with the exception of 10,000 sandl:;ags. <br />provided by DODES. Aerial photography of the flood was provided <br />to the counties by the cweB shortly after the event. <br /> <br />At the request of the counties, meetings were conducted in <br />Alamosa on July 23, 1985 and in Del Norte on July 24, 1985 to <br />request technical assistance from State and Federal Government <br />Agencies. <br /> <br />13 <br />
