Valantine, Chief Engineer, <br />Colorado River Board of California, at an April 22, 1986 <br />hearing of the Subcommittee on Water Resources of the <br />Senate Committee on Environment and Public Works <br /> <br />The representatives* of the seven Colorado River Basin <br />sta tes ar e unan imous in their pos i tion in suppor t of Senate <br />Bill S. 1696, the Colorado River Floodway Protection Act, <br />introduced on September 24, 1985 by Senator Barry Goldwater <br />of Arizona. Other Senators joining in cosponsoring S. 1696 <br />included Alan Cranston (California), Jake Garn (utah), Orr in <br />Hatch (utah), Chic Hecht (Nevada), Paul Laxalt (Nevada), Alan <br />Simpson (Wyoming), Malcolm Wallop (Wyoming), and Pete Wilson <br />(California). In developing this joint position, we have <br />considered the experiences of high flows on the Colorado <br />River in 1983, 1984, and 1985, the multiple purposes for <br />which the major reservoirs in the Basin were built, and the <br />various documents which make up what is commonly referred to <br />as the "Law of the River". <br /> <br />As the principal water resource in the arid southwest, <br />the Colorado River is of major importance to each of the <br />seven Basin states as well as to Mexico. The dams and <br />reservoirs constructed on the river provide for flood <br />control; river regulation; domestic, municipal, industrial, <br />and agricultural water use; hydroelectric power production; <br />recreational opportunities; and fish and wildlife <br />enhancement. <br /> <br />*Kathleen Ferris, Director, Arizona Department of Water <br />Resources; Vernon E.
