<br />UJJ456 <br /> <br />-3- <br /> <br />RESOURCES FOR THE FUTURE (RFF) STUDY DESIGN <br /> <br /> <br />During the following months, the Economic Development Administration <br /> <br /> <br />moved ahead with a study design. They contracted with Resources For the <br /> <br /> <br />Future to address the questions posed by members of Congress. That study <br /> <br /> <br />cu~minuated with the recommendation that Congress set up the proper authority <br /> <br />to ,move ahead with the overall study. The recommendation also stated that <br /> <br />Nebraska should be included in the study area. <br /> <br />AUTHORIZING LEGISLATION <br />The study authority was granted by Congress through Public Law 94-587 <br />(attachment 2). The Law was signed by the President on October 22, 1976. <br />Section 193 of the Law identified the regions of the states of Colorado, <br /> <br />Kansas, New Mexico, Oklahoma, Texas, and Nebraska and directed the Secretary <br /> <br />of Commerce, acting through the Chief of Engineers, and appropriate federal, <br /> <br />state and local agencies and the private sector to study the depletion of <br /> <br />natural resources of the region. Special note was made of the area utilizing <br /> <br />the declining water resources of the Ogallala Aquifer. Congress also directed <br /> <br />the development of plans to increase water supplies in the area and report <br /> <br />thereon to Congress together with any recommendations for further congressional <br /> <br />action. <br /> <br />The time frame established involves an interim report with recommendations <br /> <br />transmitted to Congress no later than October 1, 1978 with a final report with <br /> <br />recommendations transmitted to Congress no later than July 1, 1980. <br /> <br />Section 193 carries an authorization for an appropriation of six million <br /> <br />dollars for the purposes of carrying out the requirements outlined in the <br /> <br />Section, <br />
