Effect of climate on public use of area. <br /> <br />4.4,2 Streams and Stream-Systems <br /> <br />This category refers to any natural course of water, whether flowing <br /> <br />year-round or on an intermittent basis. Area of influence should consider upstream <br /> <br />impacts on project area and impacts of project area use and development <br /> <br />on downstream areas. <br /> <br />(A) Quantity factors: <br /> <br />1. Total miles of stream with sustained flows, <br /> <br />2, Total miles of stream with intermittent flows. <br /> <br />3, Miles of undeveloped stream that have wild, scenic, and/or <br />recreational potential (refer to Wild and Scenic River Act, <br />Public Law 91-542, for definition of criteria for wild, scenic <br />and recreation classification). <br /> <br />4. Stream dimensions - width, length and depth, <br /> <br />5. Amount of fluctuations in stream flow - seasonal (climatic) - <br />upstream releases (power, irrigation, etc.). <br /> <br />6. Acres adjacent to shoreline with scenic quality characteris- <br />tics - Judgment should be exercised in determining access to or <br />line of sight from river or stream area. <br /> <br />(B) Quality factors: (Consider quality from viewpoint of an observer <br /> <br />in or on the stream) <br /> <br />4-11 <br />
