Where <br /> <br />considered appropriate, departure from the range of values provided <br /> <br />is permissible if a full explanation is given. <br /> <br />After estimating the use and selection of a unit value, the benefits <br /> <br />can be calculated as'the product of estimated visitation times the <br /> <br />unit day value. <br /> <br />3- 17 <br />
