OJD7J3

,
,
.

PROTOTYPE LOWER SOUTH PLATTE BASIN AQUATIC WILDLIFE MANAGEMENT
GUIDE

INTRODUCTION

As the sole state agency mandated to ". . Preserve, protect, and
enhance the wildlife resources of the state..." the Colorado
Division of wildlife has an integral and vested interest in the
aquatic resources of the South Platte River Basin. Within the
realm of societal changes that relate to man's interaction with the
environment, and the growing public acceptance of such concepts as
"Ecosystem Management" and "Biodiversity", the Division recognizes
that fishery and aquatic resource management has become a part of
a larger overall design of natural resource management in Colorado.

The South Platte Basin covers almost one-fourth of the state, and
is home to almost 70% of the states' population. There is every
aspect of agriculture, urbanization, and recreation found within
this part of the state. There is also growing recognition that
resource managers must act in concert with one another to achieve
the goals of maintaining and improving the natural resources within
the basin. This new understanding has manifested itself through
the movement to have "integrated watershed management" or
"ecosystem management" or just the understanding that there needs
to be "partnership" in dealing with the complex issues.

h
I:
I

I
r.

This lower South Platte River Aquatic Wildlife Management Guide is
intended then, to be a piece of the integrated management approach.
It is a vehicle that describes what the Division is thinking and
doing with those fishery resources we manage; and it communicates
those thoughts and actions to the other entities involved.

The intent is to.have this "piece" mesh with the other "pieces":
like water quality, water flows, reservoir management, pollution
control, urban drainage, wetlands, agriculture, grazing and
riparian zone management; to meet the goal of managing the South
Platte Basin natural resources for the common good.

,
l
.
I
t
!

3
