<br />0D2441 <br /> <br />-4- <br /> <br />statutory planning criteria as well as with the requirements of the Wild and <br /> <br />Scenic River Act itself and associated guidelines, If it meets these <br /> <br />criteria it should be an acceptable planning document on which to make the <br /> <br />final decision. <br /> <br />The following is a summary critique of the DEIS/SR listing questionable <br /> <br />or deficient elements: <br /> <br />Eligibility of the Poudre for designation is questionable in view of <br />substantial alterations in its native flow regime by storage reservoirs <br />and transbasin imports. <br /> <br />Classification for segment 5 of the Poudre as "wild" is questionable <br />due to the presence of an impoundment and transbasin diversion within <br />the proposed area, <br /> <br />Water development opportunities (economic development) of the Poudre <br />that would be foreclosed should the river be designated as wild and <br />scenic are not properly evaluated. <br /> <br />Administrative responsibilities and costs to be shared by state and <br />local agencies for the proposed wild and scenic river are not addressed, <br /> <br />The DEIS/SR failed to meet the required report completion date (October <br />2, 1979) of Public Law 93-621 (authorizin9 legislation for the Poudre <br />study) . <br /> <br />The DEIS/SR does not evaluate the impact of foreclosing an alternative <br />non-federal plan (i,e., water development of the Poudre) as required <br />by the Principles and Standards, <br /> <br />The Regional Development and Social Well-Being assessments required by <br />the Principles and Standards are insufficiently presented in the DEIS/SR. <br /> <br />Requirements of the Principles and Standards concerning national economic <br />development were not met by the report. <br /> <br />NEPA requirements for formulation and evaluation of reasonable alternatives <br />for future water uses were not met in the report, <br /> <br />(The full report is available from the Colorado Water Resources Research <br />Institute as Information Series No. 43 - $4.00), <br />
