New community ap- <br />proach does not mean completely starting from scratch; <br />rathe~ an existing town or city could provide the frame- <br />work for considerable expansion. <br /> <br />VIII. Concentration of <br />Anticipated New Growth Into <br />Existing Front Ranqe Cities <br /> <br />In order to minimize sprawl, the concentration of <br />growth in existing Front Range Areas would require the re- <br />inforcement of central Denver and other existing areas. <br />This is one suggestion of RID consultants. It would re- <br />quire the implementation of strong regional government in <br />the Denver Area. Land use restrictions would have to be <br />imposed on Denver's fringe curtailing further sprawl. <br />This probably could be accomplished in conjunction with <br />the new communities concept (Item VII). Advantages in- <br />clude considerable savings on infrastructure (utility) <br />costs. Dependence on the automobile in central Denver <br />would have to be eliminated. Major public and private in- <br />vestment would have to be made in regard to rebuilding the <br />central city. <br /> <br />-21- <br />
