It seems clear to me <br />that the states and the Federal Govern- <br />ment need to devise policies of population <br />dispersal which will give to those who <br />presently live. and those who would like <br />to live. in rural an~/small town America. <br />the chance to do so.~ <br /> <br />Governor John Love <br /> <br />The Environmental Commission reports that <br /> <br />...rural Colorado, like much of rural America. <br />has stagnated and is beginning to decay. <br />As rural Colorado loses people. the aging <br />of the remaining mix creates major social. <br />political. and economic problems. The <br />poverty in rural Colorado is a classic .f.or <br />all America. In the Denver metropolitan <br />counties. the annual average per capita <br />income is $3,129; the figure for the bal- <br />ance of Colorado is $2.152. Typically, <br />the young people in rural Colorado leave <br />the farms to seek careers in the city. <br />For the rural areas. this represents fu- <br />ture disaster. Nevertheless. as a state. <br />we continue to put our colleges "where <br />the people are." We do the same with <br />medical facilities, highways. cultural <br />amenities. government services. and every <br />economic aspect of our society.
