It should contain key diversion structures that provide data for the SPWRMS appli-
cation or to which water rights are attached. Ideally, these correspond to structures on the
Water Information Sheets for which daily diversion flows are provided.

Source Data for the diversion structures layer was also developed in two stages. Data within the
prototype area was provided on paper USGS 1 :24.000-scale topographic maps by Water
Commissioners from six water districlS. Data for the rest of the basin was provided on
1: l00,OOO-scale maps by the same source.

Development Data development for diversion structures proceeded the same as the development for
stream gauges (discussed above).

Attributes The diversion structures layer contains attributes used by ArclInfo for describing point
data as well as the following six additional attributes:

WD#
SID#
PH4_NElWORK#
DISTANCE
, X-COORD
Y-COORD

Water district of structure location
Structure id within water district
Internal id for nearest node in the streams layer
Distance to nearest node in the streams layer
X-coordinate of nearest node in the streams layer
V-coordinate of nearest node in the streams layer

Spatial Data Maintenance

The geo-relational model requires a holistic approach when making changes to either the
spatial or relational portions of the SPWRMS database. Hence, additions to the map layers
which compose the spatial database must be accompanied by corresponding additions to
the relational tables. In turn. changes to the relational tables may require updating the
spatial layers in order to access the new data through the SPWRMS application.
