001794

.

LEITER OF TRANS,IITTAL

THE COLORADO RIVER
WATER CONSERVATION DISTRICT

Glenwood Springs, Colo.
7 April 1941.

The Honorable
The Board of Directors
The Colorado River
Water Conservation District

GentlF.lllen:

The report attached, on storage development at Lake Brennan in
Gunnison County, was inspired primarily by the necessity to increase the
winter water supply of the town of Crested Butte, which has been less than
actual domestic needs during recent dry years. Study of the water avail-
able 1'or storage at Lake Brennan indicated that more water than is required
for Crested Butte should be available for storage and study of cost of de-
veloping such additional storage indicated ulat up to a certain point at
least, such additional storage would be moderate in cost.

.

Preliminary studies of places where additional storage, if de-
veloped at Lake Brennan, might be used, indicate that, as a partial supple-
mental supply for lands in Ohio Creek valley the additional Lake Brennan
storage would be wi thin the rep~ent ability of the Ohio Creek fanners,
and would probably resul t in increased crop production cormnensurate with its
cost. It must be understood that studies to be made by the Bureau of Recla-
mation after sufficient stream flow record has been obtained ~ay considerably
change the situation in Ohio Creek valley, and might indicate a different
ultimate disposal of stored water from I.eke Brennan. It is also true that
use of this stored water, in SO far as it is in excess of the needs of the
town of Crested Butte, is subject to successful negotiations with the Fire
Mountain Canal &: Reservoir Company, of Delta County. which has claims 01'
right to Lake Brennan water that would have to be mOdified.

While the contracts which are the preliminary requirEmlant for the
operation of Boulder Dam under the Boulder Canyon Project Adjustment Act, are
not as yet completed, it is hoped these contracts will be completed and funds
from earnings of Boulder Dam power plant, lnll thus be made available for
projects in Colorado. The part at least of the cost of this project, which
should be paid by the town of Crested Butts, could be very properly allocated
from the tirst such Boulder Dam funds which the State of Colorado receives.

Respectfully.

.

F. C. Merriell
Chief Engineer
