These include: (1) the fail- <br /> <br /> <br />ure adequately to consider air quality issues; (2) the <br /> <br /> <br />failure properly to consider economic issues; and (3) the. <br /> <br />failure to comply with a number of Council on Environ- <br /> <br />mental Quality regulations applicable to the agencies. <br />The County cannot overemphasize at the outset the <br /> <br />importance of a full and adequate treatment and analysis <br /> <br />of the interstate impacts of an energy development project <br /> <br />of this type, and the grave concern on the part of the <br /> <br />Board of County Commissioners that unacceptable, unmiti- <br /> <br />gated environmental and socioeconomic impacts may fall <br /> <br />upon the citizens of Rio Blanco County as a result of the <br /> <br />proposed actions. The concerns of the County are fully <br /> <br />supported by the State of Colorado, which is filing its <br />own set of comments on the DEIS. <br /> <br />The County is particularly concerned that Deseret, <br /> <br />BLM and REA have chosen"to ignore problems urgently and <br /> <br /> <br />repeatedly called to their attention by officials of the <br /> <br /> <br />State and the County. The fact that Deseret has taken a <br /> <br /> <br />number of actions (such as obtaining a PSD permit from the <br /> <br />v <br /> <br />~ <br /> <br />0407 <br />
