Funding for the project has been <br />addressed through a $13 million bond issue approved by <br />the residents of the area in August 1980. Applications <br />for the requisite permit approvals have been filed with <br />BLM and the U.S. Army Corps of Engineers. A preliminary <br />environmental assessment has been prepared. The federal <br />government should be able to complete the environmental <br />reviews required by NEPA, including Fish and. Wildlife <br />Service endangered species studies, by the end of 1981. <br />Shortly thereafter, the federal agencies would be in a <br />position to take final action on outstanding permit <br />applications. Project engineers have advised that final <br />engineering designs will be completed by the fall of 1981. <br />With a construction start in the spring of 1982, <br />and conservatively allowing a two-year construction pe- <br />riod, the Taylor Draw Reservoir would be on-line before <br />the end of 1984. This construction schedule will meet <br />the needs of Unit 1 of the power plant. <br />If Deseret elects to test or operate Unit 1 prior <br />to completion of Taylor Draw, there is no reason why <br />temporary arrangements could not be made to pump water <br /> <br />~ <br /> <br />~ <br /> <br />037., <br />
