If the <br /> <br />power plant and the mine should both be located in Rio <br /> <br />Blanco County, the County would bear most of the impacts <br /> <br />of the project as a whole, but would be in a favorable <br /> <br />position to deal with those impacts by virtue of tax <br /> <br />revenues which would be generated by the combined facil- <br /> <br />ities. If, however, the mine should be developed in Rio <br /> <br />Blanco County but the power plant located in Bonanza, <br /> <br /> <br />Utah -- as proposed by REA in the OEIS -- Rio Blanco <br /> <br /> <br />County would still bear the brunt of the environmental and <br /> <br /> <br />socioeconomic impacts of the project, but would be denied <br /> <br />offsetting tax revenues from the power plant to mitigate <br /> <br />those impacts. <br /> <br />Because of the substantial adverse impacts of the <br /> <br /> <br />'proposed project upon Rio Blanco County and its citizens <br /> <br /> <br />if the power plant is built in Utah, the comments of the <br /> <br /> <br />County on the draft EIS -- and the County's recommenda- <br /> <br />tions as to alternatives and mitigation measures -- must <br /> <br />be given the most careful and objective consideration by <br /> <br />BLM and REA. <br /> <br />'-' <br /> <br />~ <br /> <br />'-' <br /> <br />, <br /> <br />0413 <br />
