003134

Page 33

The bases for the water use figures used herein were developed by the US

Bureau of Reclamation for use as input to the Colorado River Simulation Model

(CRSM) for the purpose of modeling salinity in the basin (USBR, 1983). These
data are listed in the Appendix.

In the Upper Basin, uses were aggregated into groups of similar type which

had roughly similar net value. The classes of use were Agriculture, Municipal

and Industrial (M&I), and Energy. This aggregation was made principally to

facilitate the unconstrained analysis where uses would be assigned a rank based

on their net value. The same groupings were used for the constrained case.

Uses in the Upper Basin were also aggregated by water use areas. One of

the basic assumptions of the study was that all existing uses of a class in the

Upper Basin have the same net value. Based on this assumption, it would be

necessary only to provide a node for each class of use. However, to do so could

introduce errors by concealing shortages at higher stations by assuming that

such aggregated demands could be met with the aggregate inflows, some of which

are not physically accessible by all of the demands. Because of the limited

scope of this project, it was impossible to model each use. Rather, uses were

aggregated within sub-basins to minimize errors.

The water use areas in the Upper Basin were: the upper Green River above

Flaming Gorge Reservoir; the Yampa/White/Little Snake drainage; the Upper
Colorado including the Colorado and Gunnison Rivers above and including Grand

Junction, Colorado and the Dolores drainage; the San Juan drainage; and western

tributaries in Utah such as the Duchesne.
