<br />003113 <br /> <br />Page 12 <br /> <br />River Basin Act, the Congress instructed the Secretary of the Interior to <br /> <br />develop and adopt criteria for the operation of the series of federal reservoirs <br /> <br />which had been constructed to manage the river's flow. The statutory guidelines <br /> <br />provide that the operating rules for Glen Canyon and Hoover Dams, in particular, <br /> <br />will assure compliance with the Mexican Treaty, deliver the required 75 million <br /> <br />acre-feet per decade to the Lower Basin states, provide carry-over storage to <br /> <br />accomplish the first two objectives, and maintain parity in the active storage <br /> <br />between Lakes Powell and Mead. The 1968 Act also added another significant <br /> <br />operational constraint by making Arizona mainstem diversions under Central <br /> <br />Arizona Project (CAP) junior to the first 4.4 MAF of California mainstem <br />allocations, as well as to Nevada's and Arizona's non-CAP allocations. This <br /> <br />concession cancelled out part of Arizona's victory in Arizona v. California, but <br /> <br />was necessary to obtain California's SUPPOTt for Congressional authorization and <br /> <br />funding of the multi-billion dollar CAP. <br /> <br />, <br />
