<br />. <br /> <br />. <br /> <br />. <br /> <br />002231 <br /> <br />RECOMMENDATIONS <br /> <br />It is recommended that additional Floodway management <br />leg islation be enacted to provide for the following to <br />establish and maintain an effective Floodway. With respect <br />to federal legislation, the Task Force recommends that <br />consideration be given to the development of a follow-up <br />omnibus Floodway bill to provide for the recommended federal <br />actions and necessary appropriations. <br /> <br />With respect to drafting such a bill, it is recommended <br />that the Congress request that all involved federal agencies <br />confirm or identify needed authorizations and appropriations <br />to carry out the recommendations. It was not possible for <br />the Task Force to identify in all cases the needed <br />appropriations to carry out the recommended federal <br />activities. Due to the diversity of involved federal <br />agencies, such legislation may require referral to numerous <br />Congressional committees. To avoid an overly cumbersome <br />legislative process, in some cases, it may be appropriate to <br />seek action through appropriation bills and accompanying <br />Committee reports. <br /> <br />To assist in identifying needed authorizations and <br />appropriations, it is also recommended that the Secretary of <br />the Interior's report to the Congress on the Floodway and on <br />the report of the Task Force identify to the extent possible <br />such needed federal authorizations and appropriations. <br /> <br />A. Local Community and County Legislation <br /> <br />1. Local communities and counties adopt, where <br />appropriate, amendments to their flood plain <br />management regulations to provide for the <br />Colorado River Flood plain and its provisions, <br />consistent with recommended amendments of the <br />Task Force. <br /> <br />2. Local communities and counties incorporate where <br />appropriate the Task Force's recommendations for <br />improved flood plain management planning and <br />coordination. <br /> <br />B. Tribal Legislation <br /> <br />l. Indian tribes for the five Indian reservations <br />along the lower Colorado River adopt flood plain <br />management regulations, consistent with the <br />requirements of National Flood Insurance Program <br />and the Task Force's recommended regulation <br />amendments to provide for the Colorado River <br />Floodway. <br /> <br />IV-2 <br />
