<br />002218 <br /> <br /> <br />~ RECOMMENDATION <br /> <br />For purposes of public safety and protection of <br />property, it is recommended that the united states Coast <br />Guard make determinations as to the possible restriction of <br />the river to navigation when flood control releases from <br />Davis Dam and Parker Dam exceed 28,000 cfs. In this regard, <br />it is recommended that the Bureau of Reclamation be required, <br />as part of its emergency notification and coordination <br />procedures, to notify the Coast Guard, the county sheriff <br />departments of each county, and the tribal police or the <br />tribal official of each Indian reservation in which the <br />Colorado River Floodway is located sufficiently in advance <br />of anticipated re~eases from Davis Dam or Parker Dam in <br />excess of 28,000 cfs to allow for adequate time to make <br />determinations and public notice of such restrictions. <br /> <br />~ <br /> <br />Determinations for river restrictions to navigation <br />would not automatically occur when flows exceed 28,000 cfs <br />nor would they apply to the entire river below Davis Dam <br />inasmuch as flows of 28,000 cfs or higher would not warrant <br />restrictions for certain river reaches or under certain <br />conditions. Restriction determinations would be made for <br />specific river reaches based on assessments of the potential <br />for loss of human life, the potential for damages to property <br />and natural resources, and other relevant factors at that <br />time. <br /> <br />The Coast Guard determinations for river restrictions to <br />navigation and removal of such restrictions are to be <br />coordinated among the Coast Guard, Bureau of Reclamation, <br />all sheriff departments, as well as each tribe and other <br />entities with regulatory powers for river navigation. Formal <br />procedures in this regard should be developed by the Coast <br />Guard in conjunction with Bureau of Reclamation, the sheriff <br />departments, and tribal officials and become part of overall <br />public advisory and notification procedures regarding river <br />operations and conditions. <br /> <br />V.
