In particular, special consideration should be <br />directed to flood-prone areas, flood-related high ground <br />water areas, and flood-related erosion-prone areas in <br />development and land use plans for riparian lands. <br /> <br />The physical maintenance of the Floodway channel and its <br />capacity will require a continuing coordinated program of <br />bank stabilization, erosion control and protection, river <br />channel restoration and improvements, drainage improvements, <br />and vegetation management for private and public lands. It <br />is believed that this can be most effectively accomplished <br />through the development of a comprehensive long-term Floodway <br />maintenance program that includes an assigned division of <br />responsibilities between federal, state, tribal, and local <br />entities. The program and its development should provide for <br />fish, wildlife, and recreation considerations and improvements. <br /> <br />... <br /> <br />The recommendations of the Task Force with regard to <br />restoring and maintaining the Floodway address the issues of <br />flood plain management regulations and planning, Colorado <br />River Flood Warning System, Floodway improvements, land <br />management, navig a tion dur ing high rive r flows, and flood- <br />related high ground water areas. In addition, the <br />recommendations call for specific actions or activities to <br />be undertaken by various entities. The following constitute <br />the recommendations of the Task Force with regard to means to <br />restore and maintain the Floodway. <br /> <br />I. ISSUE <br /> <br />The timely and economic implementation of the Floodway <br />and its provisions into the National Flood Insurance Program. <br /> <br />DISCUSSION <br /> <br />In order for eligible entities to participate in the <br />National Flood Insurance Program, the Federal Emergency <br />Management Agency (FEMA) must formally establish floodway <br />boundaries and risk premium rate zones based on detailed base <br />flood and risk studies. Further, local entities seeking <br />participation in the program must adopt flood plain <br />management regulations consistent with federal criteria <br />established by FEMA. <br /> <br />With respect to the Colorado River Floodway, the <br />Floodway maps developed pursuant to Section 5 of the Colorado <br />River Floodway protection Act "shall be considered a standard <br />map to be adhered to by all agencies and shall have the same <br /> <br />... <br /> <br />III-2 <br />
