<br />. <br /> <br />. <br /> <br />. <br /> <br />Ou2208 <br /> <br />reservoir system, minimize damage to property and natural <br />resources, protect public health and safety, and reduce the <br />threat of loss of human life. To provide for the <br />encroachment that had occurred in the Floodway would be <br />inconsistent with The Law of the River and would require that <br />additional existing reservoir storage space be dedicated to <br />flood control. This would seriously diminish conservation <br />storage unless additional water storage facilities were <br />constructed to replace the amount of water storage lost to <br />flood control. The Congress found this unacceptable and <br />provided in Section 9 of the Act provisions to make certain <br />that The Law of the River and current river and reservoir <br />management programs are not affected by the Act. <br /> <br />Besides the Floodway Act, other major steps have been <br />implemented since 1983 to provide for more effective river <br />management and to further ensure public safety. These <br />include the installation of the National Weather Service's <br />Colorado River Flood Warning System, a real-time <br />hydrometeorological data network and state-of-the-science <br />hydrologic model and data management system; improved runoff <br />forecast capabilities; use of a broader band of uncertainty <br />in runoff forecasts in determining required reservoir flood <br />control space; improved reservoir spillways; river bank <br />stabilization, and levee and river channel improvements; and <br />the formulation and implementation, by the Governors' <br />representatives of the Basin states and federal agencies <br />involved and responsible for river operations, of a <br />recommended process for the development of annual operating <br />plans that provide for more effective river management and <br />use of water under full and near-full reservoir conditions, <br />consistent with The Law of the River. <br /> <br />II-3 <br />
