The Secretary of the Interior's responsibilities <br />for determinations as to whether leases and uses <br />of federal lands adjacent to the river are <br />consistent with the operation and maintenance of <br />the Floodway should be centralized and delegated <br />to the Bureau of Land Management for non-Indian <br />lands and to the Bureau of Indian Affairs for <br />Indian lands, with technical assistance to be <br />provided by the Bureau of Reclamation. <br /> <br />VII. The federal and state agencies responsible for <br />the development of annual operating plans for <br />the Colorado River reservoir system should be <br />commended for the formulation and implementation <br />of their recommended process for developing <br />annual operating plans under full and near <br />full reservoir conditions that has provided <br />for more effective river management. <br />
