Through the vigorous action of the Rio Grande <br /> <br />Water Conservation District, and the State Engineer and his staff and <br /> <br />the Colorado Water Conservation Board, there is a movement underway for <br /> <br />a writein appropriation in fiscal year 1976 to initiate this project. <br /> <br />We feel that this project is worthwhile and very important to the welfare <br /> <br />of the San Luis Valley, the State of' Colorado, and, of course, the <br /> <br />States of New Mexico and Texas. The successful development of this <br /> <br />project has international implications through the 1906 treaty between <br /> <br />the United States and Mexico by providing additional water in the Rio <br /> <br />Grande to meet these commitments. Because of Colorado's compact commit- <br /> <br />ments, pumping has been restricted this year in the San Luis Valley. <br /> <br />thereby, limiting the irrigation water available to the growers in this <br /> <br />valley. <br /> <br />We feel that this project is very important and are actively supporting <br /> <br />the initiatiml of construction this year provided funds are made available. <br /> <br />13 <br />
