Environ- <br />mental considerations, coupled Yitb neeting the need for econo~c scpport <br />and growth to Indians and non-Indians in a depressed area. are ~ome main <br />political considerations. <br /> <br />The State of Colorado is including this project as a part of its state <br />water plan which is nov being formulated. <br /> <br />Section 501 (b) of P.L. 90-531 approved September 30. 1968. directed <br />the Secretsnr to "Proceed as nearly as practicable \lith the construction <br />of the Animas-La Plata~ Dolores, Dallas Creek~ West Divide~ and San <br />Miguel participating Federal reclamation projects concurrently with the <br />construction o~ the Central Arizona Project~ to the end that such <br />projects shall be completed not later than the date of the ~irst delivery <br />o~ water from said Central Arizona Project. II This undobtedly will be <br />a dominant political consideration during this Session of Congress. <br /> <br />Project Administration and Repayment Contracts <br /> <br />The La Plata Water Conservancy District in Colorado and the La Plata <br />Conservancy District in New J.rexico~ vith present boundaries expanded <br />as appropriate and with suitable arrangements with Indian interests, <br />'WOuld serve as project administrative and contracting agencies. The <br />conservancy districts and the Indians would arrange for the appoint- <br />ment of a project manag~ent body. <br /> <br />8 <br />
