Quite different versions were reported out of the Senate and <br />House Interior CCII1IlIittees, and both versions are involved in jurisdic- <br />tional disputes with other committees. The Senate bill provides for <br />merely a grant-in-aid program to help the states gain a proficiency in <br />land-use planning. The House bill provides for a grant-in-aid program <br />also <br />and/for legislative implementation of the recommendations of the Public <br />Land Law Review CCII1IlIission. The Administration and conservation groups <br />vigorously oppose the House bill. House Interior COmmittee Chairman <br />wayne N. Aspinall. n-Colo., does not plan to bring the bill to the House <br />floor for action if it faces likely defeat. It now faces that prospect. <br />(See WRW, Series VIII, No. 26, 6-29-72) <br />The House Interior Committee on Sept. 6 ordered reported a bill to <br />control . <br />control strip-mining of coal. but a Senate strip-mining/bill is hope- <br />tliJ.S year <br />lessly tied up, 80 no final Congressional action is expected/d.n this <br />vitally important area either. The Senate Interior Committee on Sept. <br />6 again failed to consider Committee Print Three of its strip-mining <br />bill, to which about 100 amendments are pending. Like the land-use <br /> <br />planning bills. the House and Senate versions of strip-mining control <br />legislation are quite different. The House bill basically provides for <br />federal controls of the strip-mining of coal. The Senate bill basical- <br />ly provides for state controls of all types of strip-mining within a <br />federal framework. (See WRW.
