<br />; <br /> <br />! <br /> <br />and industrial (M&I); and reservoir evaporation) upstream of the Aspinall Unit (Crystal <br />Reservoir) on the Gunnison River attributed to water rights between one or more user <br />specified administration numbers. This analysis will be used to quantifY total existing CU <br />that is junior to each of the following rights: Aspinall Unit, Black Canyon Federal <br />Reserved Right, Redlands Power Canal rights and Gunnison Tunnel. The level of detail is <br />expected to be adequate for planning purposes and provide a starting point for developing <br />an interagency agreement and lor water court applications. <br />2, Use existing tools and information from the CRDSS Project as appropriate, <br />3. Transfer CRDSS tools and information used in the analysis (i.e, run_cu model) from the <br />workstation to the personal computer as a precursor to the conversion of the workstation <br />based CRDSS consumptive use module to the PC, <br />4. Enhance the CRDSS consumptive use module that calculates water supply limited <br />consumptive use with additional capability more consistent with traditional water transfer <br />analysis. <br />Note, this Task Order recognizes that the Consumptive Use analysis developed herein is the first <br />step to developing an interagency agreement and I or water court application, Therefore, the <br />analysis focuses on existing uses and no evaluation of conditional decrees are included. Also, no <br />adjustments have been included to reflect the calling right on the river or existing augmentation <br />plans. <br /> <br />Aooroach and Work Deliverables <br /> <br />Subtask 1- Estimate irrigation based historic consumptive use <br />I.1 Prepare a list of irrigation structures upstream of Aspinall Unit. <br />a, Transfer CRDSS irrigated acreage and contour coverage for the Gunnison Basin <br />to a PC. <br />b. Using ArcView on a PC, delineate the drainage basins between Crystal Reservoir <br />to Morrow Point Reservoir, Morrow Point Reservoir to Blue Mesa Reservoir and <br />above Blue Mesa Reservoir. Use ArcView to prepare a list of structures <br />associated with irrigated lands in each of the three reaches. <br />1.2 Determine the acreage and cropping pattern associated with each structure identified <br />above through a demandts query of the CRDSS database, Transfer to a PC. <br />1.3 Create a statemod formatted file of the water rights associated with structures identified in <br />1.1. This is expected to be created through use of the watright utility. <br />1.4 Prepare a data set of historic (I975-1996) diversions associated with the structures <br />identified in 1. 1, <br />a. Use the demandts utility to create an unfilled file of historic (1975-1996) <br />diversions associated with structures identified in 1,1, Transfer to a PC, <br />b. Summarize monthly diversion gaps by structure. Develop a PC based spreadsheet <br />application (in Excel) that allows a user to graphically review diversion records for <br />a structure and identifY which structures lack sufficient data record for analysis in <br />the 1975 through 1996 period, A list of these structures and a map showing <br />associated parcels will be provided to the Division Engineer for further <br /> <br />2 <br /> <br />1563 <br />
