ColarHclo, as described in House Doc- <br />ument 693, 76t.h Congress, third gcssion, was authorized under a <br />secretnrial finding of fensibility, dlltNI April 10, 1940, in conformity <br />with the provisions of section 9 of the Reclamation Project Act of 1939. <br />Funds for construction of the project were first provided by Congress <br />under the Interior AppropriatIOn Act of 1941.
