From a hurried inspection of the Report, no statement was found <br />comparing the allocations of the Colo,rado River Compact for the <br />Lower Basin with the present and future depletions of described <br />projects, as above outlined. <br /> <br />. <br /> <br />However, the Report points out that, exclurive of Gila River deple- <br />tions, and exclusive of any allocation of water to Nexico by international <br />agreemerrt, the PI' esent and described potential depletions of t he flow of the <br />Colorado River in the LoW3r Basin totals 9,922,000 acre feet; and states that <br />it is therefore evident that the projects discussed will need to be modified <br />to conform with the available water supply; and that selection and mOdifica- <br />tion will depend on the relative merits of each project, final allocations <br />of water, desires of the States concerned. and results of further investiga- <br />tions. <br /> <br />NOTE (7)1 The Report avoids discussion of the word "surplus," as that term <br />is used in the ColoradO River Compaot. Its treatment of the sup- <br />ply and depletion subject suggests thatl (a) there is no surplus <br />in the Upper Basin, whereas (b) in the LOwer Basin the supply of <br />9,331,000 acre reet at Laguna Dam, exclusive of the Gila River, <br />is 1,831,000 aCN feet in excess of the 7 ;500,000 allocated to the <br />Lower Basin, not counting the additional 1,000,000 aore feet which <br />some believe was included to cover the Gila River. Upon this ba- <br />sis the proposed allocation to Mexico by treaty, which per Compact <br />must first come out of surplus. would not affect the States of the <br />Upper Basin; but v.ould come exclusively from the Lower Basin sup- <br />plies, as the same are analyzed in the Report and largely derived <br />from the Upper Basin. <br /> <br />6.
