002G39

The Final Remedial Action Plan (RAP), which is to be approved by the Department of Energy, and

concurred upon by the Nuclear Regulatory Commission (NRCI and the State of Colorado
,

contains the conceptual design, which was used to develop the final approved design. During

remedial action construction operations, there were conditions encountered which required

design features which were not in the conceptua~ design. These conditions and the associated

design changes are noted as Class I Project Interface Documents WID's), which have been

incorporated into the as-built design specifications. The Class I P/D's for the Durango site were

as follows:

PID No. 03-5-09. Rev. 1 (Aooroved bv DOE in October, 1989)

The Department of Energy, (DOE), verbally directed that the Durango disposal cell be redesigned

to a reduced capacity of two million cubic yards of contaminated material and to eliminate the

extensive riprap requirements along the western side of the original embankment. Additionally,

infiltration requirements dictated a new cover design in order to limit the contamination plume

emanating from the base of the disposal cell ("Recommended Cover Design for Bodo Canyon

Disposal Site: TAC, July 26,1988").

The disposal embankment capacity with a side slope elevation at 7140 feet was roughly 2.1

million cubic yards.
