<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Special Prescriptions <br /> <br />Protected Resource Areas <br /> <br />This management area could include <br />resources that are recognized as fragile or <br />ecologically or geologically significant, <br />especially for sensitive or endangered wildlife <br />or plant species, paleontological resources, <br />and cultural resources. Strict protection <br />measures would be employed to ensure <br />protection and perpetuation of these <br />resources. Human intrusions would be <br />minimized or not allowed. Visitor <br />experiences, access, natural and cultural <br />resource management, development, and <br />maintenance would be controlled or canied <br />out specifically to ensure the protection of <br />these resources. <br /> <br />Scenic Easement Lands <br /> <br />This management area is composed of the <br />private lands within the monument boundary. <br />Tbe lands are located on the North Rim <br />within the scenic backdrop for the canyon. <br />The property remains in private ownership <br />but the government has purchased a <br />conservation scenic easement to protect the <br />view and natural resources found on these <br />properties. Restrictions imposed on the lands <br />include a list of conditions prohibiting certain <br />uses of the property. These include no <br />subdivision or development of the land, no <br />placement of trailers or mobile homes on the <br />property, no hunting, no pesticide use, no <br />mining, quarrying, or sand and gravel <br />removal, no dumping of trash, and no <br />vegetation clearing that exceeds a one-half <br />acre area. Permitted activities include <br />livestock grazing and maintenance of <br />livestock facilities. Public use of these lands <br />is at the owners' discretion. Management of <br />these lands is primarily to protect the scenic <br />qualities they possess. <br /> <br />Visitor Experience. The scenic quality of <br />these lands enhances the visitor experience <br /> <br />and adds to the wild quality of the canyon. <br />Use of the lands by visitors is limited since <br />they remain in private ownership. <br /> <br />Access. The private landowners have access <br />to their property via primitive, unsuITaced <br />roads. Public access to the area is limited and <br />in most cases is not allowed. <br /> <br />Natural Resource Management. The natural <br />environment and the views it provides are <br />maintained to the extent possible within the <br />guidelines of the scenic easement provisions. <br />Noncompatible uses of the land are not <br />permitted under these provisions. Resources <br />and uses would be carefully monitored, and <br />if damage did occur, mitigating actions <br />allowed under the terms of the scenic <br />easement restrictions would be carried out in <br />cooperation with the landowner. <br /> <br />Cultural Resource Management. The <br />Service will work with the owners of the <br />property to preserve and protect any <br />resources or sites designated as outstanding <br />cultural features, consistent with the <br />landowners' desires. <br /> <br />Facilities and Maintenance. Only limited' <br />development, and maintenance of <br />development, is allowed under tbe terms of <br />the scenic easement provisions-major <br />structures and facilities are prohibited. The <br />type of development allowed is related to <br />management of livestock and their use of the <br />area, such as fences, small stock ponds, and <br />primitive access roads. Existing facilities can <br />be maintained but this maintenance must be <br />directed at preserving the existing character <br />of the facility. <br /> <br />002145 <br /> <br />.6) <br />
