If there are portions of the annual work plan or report that need clarification, the documents shall be returned to,the Biology Committee for clarification prior to March ~5 before final approval and distribution beyond the Coordination Committee. The Biology Committee shall also prepare an annual budget to carry out work under this Implementation Program and submit it to the Coordination Co~ittee for review and approval. If the budget cannot be. func;ied /;it the "requested .,level, the Biolpgy Committee will revise the 'work plan to fit theav'ailable<furiding and re-submit the plan for distribution. Recommendations from the Biology Committee on feasible and necessary recovery activities beyond the scope of the annual work plan will be provided to the Coordination Committee for approval and implementation.
