<br />00l~^Q <br />~Ou <br /> <br />the AWBA Act is adhered to, no new costs (or subsidies beyond <br />those already authorized under existing legislation) associated <br />with banking activities or the CAP, are shifted to the United <br />states due to interstate transactions. <br /> <br />The findings in the benefit-cost analysis reflect that the <br />proposed rule is not a major rule since economic impacts in any <br />one year are below $100 million. The benefit-cost analysis shows <br />that the proposed rule may provide an opportunity for Colorado <br />River water users in the Lower Division states to experience a <br />cost savings in securing additional supplies of Colorado River <br />water. <br />
