The <br /> <br /> <br />Secretary has assigned the Bureau of Reclamation responsibility <br /> <br /> <br />for conducting. the study with active participation by agencies of <br /> <br /> <br />Interior, the Water Resources Council, the 11 states, river <br /> <br /> <br />basins commissions and committees, the Western States Water Council, <br /> <br /> <br />other Federal agencies, and interested parties. <br /> <br /> <br />The widespread National concern regarding the protection <br /> <br /> <br />and enhancement of the environment, the numerous problems asso- <br /> <br /> <br />ciated with population growth, and increasing emphasis on enhance- <br /> <br /> <br />ment of quality of life as well as improved efficiency in production, <br /> <br /> <br />and the various problems relating to allocation of National efforts, <br /> <br /> <br />are vital issues that must be fully considered in evaluating alter- <br /> <br /> <br />natives solutions to the existing and emerging water problems of <br /> <br /> <br />the West. These problems demand that new and imaginative approaches <br /> <br /> <br />be fully utili~ed in the future development, control and management <br /> <br /> <br />of water and related land resources. <br /> <br /> <br />The purpose of this document is to set forth the authority, <br /> <br /> <br />objectives, scope, concepts and ground rules, procedures, work <br /> <br /> <br />assignments, work schedules and funding requirements under which <br /> <br /> <br />the Western U.S. Water Plan Study (Westwide Study) will be conducted. <br /> <br /> <br />This document provides: (1) the necessary guidance to the participants <br /> <br />) <br /> <br />1-3 <br />
