<br />OllJ382 <br /> <br />April 1, 1971 <br /> <br />Restoration Act of 1966 (P.L. 89-753); the Wild and Scenic <br />Rivers Act of 1968 (P.L. 90-542); the Estuary Protection <br />Act of 1968 (P.L. 90-454); the National Environmental Policy <br />Act of 1969 (P.L. 91-190); the Environmental Quality Improve- <br /> <br />ment Act of 1970 (P.L. 91-224); and the River and Harbor <br /> <br />Act of 1970 (P.L. 91-611). <br /> <br />The multiobjectives are defined as follows: <br /> <br />a. To enhance national economic development by increasing <br /> <br />the value of the Nation's output of goods and services <br /> <br />f <br />~ <br /> <br />and improving national economic efficiency. <br /> <br />b. To enhance the quality of the environment by manage- <br /> <br />ment, conservation, preservation, creation, restora- <br /> <br />tion, or improvement of certain natural and cultural <br /> <br />resources and ecological systems. <br /> <br />~ <br /> <br />c. To enhance quality of life by the equitable distribu- <br />tion of real income, employment, and population, with <br />special concern for the incidence of the consequences <br />of a plan on affected persons or groups; by contri- <br />buting to the security of life, health, and property; <br /> <br />by providing educational, cultural, and recreational <br /> <br />opportunities; and by contributing to national security. <br /> <br />d. To enhance regional development through increases in <br />a region's income; increases in employment; and improve- <br /> <br />ments of its economic base, environment, social <br /> <br />VII-2 <br />
