<br />000353 <br /> <br />April 1, 1971 <br /> <br />) <br /> <br />III. STUDY OBJECTIVES <br />The primary objectives of the study are: <br />1. To develop within the constraints of the Act, a general <br />plan, at the reconnaissance level, to meet the complex <br />water development and management needs of the 11 Western <br />States. This general plan will embody the optimum blend <br />of the following multiple planning objectives: National <br />economic development, environmental quality, quality of <br />life, and regional development, each of which is defined <br />in Section VII. <br />2. To determine the most acceptable means of augmenting the <br />water supply of the Colorado River through proposals for <br />providing additional adequate water supplies for use in <br />the Upper as well as in the Lower Colorado River Basin <br />and satisfaction of the Mexican Water Treaty. As pro- <br />vided in the Act, this determination excludes any study <br />of importation into the Colorado River Basin from any <br />other natural river drainage basin lying outside the <br />States of Arizona, California, Colorado, New Mexico, and <br />those portions of Nevada, Utah, and Wyoming which are in <br />the natural drainage basin of the Colorado River. <br />The investigations and work necessary for accomplishing these <br />objectives will be undertaken on a concurrent and coordinated basis <br /> <br />) <br /> <br />111-1 <br />
